Such a critical juncture occurred at the city of Berkeley. Perception of disparities in staff treatment, assumptions of unequal access to development and growth and a proliferation of employee grievances led to ongoing disruptive conflict between union & city leadership, rapidly diminishing staff morale and unprecedented organizational upheaval and instability.
